1) Drive a car that is not expensive to insure.
2) Shop around.
3) Make sure to get the AAA discount offered by many insurance companies.
So now let me ask you this:
What does your question have to do with religion, and why would you assume that Jews know more about saving money and buying auto insurance than, say, Baptists or Hindus?

Your medical insurance provider will collect from the insurance company of the driver who caused your injuries. This process is called subrogation. It is standard practice throughout the US.
You are not entitled to dual benefit from your injuries. Go ahead and consult an attorney — he or she will almost certainly tell you the same thing.
If you have a pain and suffering claim, that would be paid by the insurance company of the at-fault driver, assuming that there is any room left on his liability coverage. If he had minimum liability that's probably been exhausted already. An attorney can help with that part of your claim if need be.

I have been on the receiving end of auto insurance for 30+ years. (autobody repair)
Most companies big or small will repair your car as cheaply as they can get away with it. The best that I have dealt with is State farm. They are about the only one that doesn't insist on using cheap parts made in taiwan.

Believe or not, most standard insurance companies actually allow you to be covered in Mexico. It is an endorsement, so it will cost a little extra. They will usually cover you within 75 miles of the border. Call your agent and ask.
